Panama’s "Friendly Nations" residency is open to nationals of a list of countries that includes Canada. For many Canadians it is the lowest-cost property route to residency in Panama. The residency overview compares it with the Qualified Investor program. This draft focuses on the practical side for Canadians: what qualifies, what Migration asks for, and how to get Canadian documents accepted.

Who it is for

The route is a residency for nationals of specific countries that keep friendly, professional, economic and investment relations with Panama. It is governed by Executive Decree No. 416 of 13 June 2012, as amended, including by Executive Decree No. 226 of 20 July 2021 [3]. The list of countries is set by decree. The most recent change, Executive Decree 16 of 31 August 2026, added Ecuador [4][5]. Canada is on the list.

Successful applicants first receive a provisional residency for two years (PPT-PE). They then apply for permanent residency (PPP-PE) with the same requirements except the criminal record certificate and the cheques [1].

The three ways to qualify

Under the current SNM requirements sheet you qualify through one of these [1]:

  • A job in Panama: a notarized employment letter from a Panamanian company stating position and salary, plus the company's registry certificate, its operating notice and the work-permit filing at MITRADEL.
  • Real estate: a Public Registry certificate showing property worth at least B/. 200,000 owned personally, by a company where you are the final beneficiary, or by a private interest foundation where you are founder and final beneficiary. The sheet states the purchase may be financed by a local bank.
  • Fixed-term deposit: a certificate from a general-licence bank in Panama showing a deposit of at least B/. 200,000, free of liens, for three years.

Documents and official fees

For the provisional permit, SNM lists [1]:

  1. A notarized power of attorney and application (the power must state the names and nationality of the applicant's parents).
  2. Three photographs.
  3. A certified copy of the passport.
  4. A criminal background certificate.
  5. A health certificate.
  6. A certified cheque for B/. 250 to the National Treasury.
  7. A certified cheque for B/. 800 to the National Migration Service.
  8. A sworn statement of personal history form.

These are the government amounts on the official sheet. Lawyer, translation, apostille and registry costs are separate, so ask for a written quote.

Bringing family

Dependents need a letter of responsibility from the main applicant, proof of the relationship (marriage or birth certificate, or guardianship order), and for adult children under 25, proof of full-time study and a sworn statement that they are single [1]. The main applicant must also show enough income: the sheet refers to a tax return showing at least B/. 1,000 per month plus B/. 100 for each dependent, or an employment letter with pay records and work permit [1].

Canadian documents and the apostille

Canada joined the Hague Apostille Convention, and it has been in force for Canada since 11 January 2024 [6][8]. Panama is also a party [8]. Canadian public documents, such as a criminal record check, a marriage or birth certificate or a notarized document, are now authenticated with a single apostille certificate instead of embassy legalization [6][7].

  • Documents issued in Alberta, British Columbia, Ontario, Quebec or Saskatchewan get their apostille from that province's competent authority. Notarized documents have their own rules (for example, a document notarized in Alberta, Ontario or Saskatchewan goes to that province wherever it was issued) [7].
  • Federal documents and documents from the other provinces and the territories go to Global Affairs Canada [7].
  • A document with the old red authentication stamp is not an apostille. To use it in an Apostille Convention country, Global Affairs Canada says you must submit a new request with a clean copy [7].

Documents not in Spanish usually also need an official translation in Panama. Your lawyer will tell you which ones and in what order to apostille and translate.

Buying the property with crypto

The B/. 200,000 property can be one you fund with crypto: the coins are converted to US dollars through regulated partners, and the purchase closes and is registered in dollars like any other sale. See how buying with Bitcoin works. On our projects page, only Mercan projects show "Developer accepts crypto", for BTC, ETH, USDT and USDC. For BERN and GLP projects the purchase is coordinated by Crypto Realtor Panama. XRP, XLM, HBAR and ICP are accepted only through coordinated conversion to USD.

Frequently asked questions

Is Canada on Panama’s Friendly Nations list?

Yes. Canada is one of the listed countries. The list is set by executive decree and changes from time to time (Ecuador was added by Executive Decree 16 of 31 August 2026), so your lawyer should confirm the current list when you file.

How much property do I need to buy for Friendly Nations?

At least US$200,000 (B/. 200,000), registered at the Public Registry in your name, in a company where you are the final beneficiary, or in a private interest foundation where you are founder and final beneficiary. Panama’s requirements sheet says the purchase can be financed by a local bank.

Does Friendly Nations residency let me work in Panama?

Residency and the right to work are handled separately. The job-based option itself requires a work-permit filing at the Ministry of Labour (MITRADEL). If you qualify through property or a deposit and plan to work in Panama, ask your lawyer whether you also need a work permit.
